<image:caption>Majora Carter shows how brain drain cripples low-status communities and maps out a development strategy focused on talent retention to help them break out of economic stagnation. How can we solve the problem of persistent poverty in low-status communities? Majora Carter argues that these areas need a talent-retention strategy, just like the ones companies have. Retaining homegrown talent is a critical part of creating a strong local economy that can resist gentrification. by Majora Carter, February, 2022. Random House Publication.</image:caption>

<image:caption>This document is designed to be used as a menu of tools to integrate racial equity into your existing practices. The tools in this document are organized by Government Alliance on Race and Equity's "Normalize, Organize, Operationalize" framework from GARE and Race Forward's "Actions to Advance Racial Equity". We recognize that change can take time, and often needs to be incremental. We also recognize that we need to operate with a sense of urgency and start somewhere. Each tool in this document can be applied to ongoing work in government agencies; we all need to self-reflect, cultivate our workforce, develop communication skills, improve quality of services, and hire or engage with HR. If we cannot apply a racial equity lens in these everyday activities, when do we start prioritizing racial equity? This work starts here, and it starts now. <image:caption>Widely heralded as a “masterful” (Washington Post) and “essential” (Slate) history of the modern American metropolis, Richard Rothstein’s The Color of Law offers “the most forceful argument ever published on how federal, state, and local governments gave rise to and reinforced neighborhood segregation” (William Julius Wilson). Exploding the myth of de facto segregation arising from private prejudice or the unintended consequences of economic forces, Rothstein describes how the American government systematically imposed residential segregation: with undisguised racial zoning; public housing that purposefully segregated previously mixed communities; subsidies for builders to create whites-only suburbs; tax exemptions for institutions that enforced segregation; and support for violent resistance to African Americans in white neighborhoods. A groundbreaking, “virtually indispensable” study that has already transformed our understanding of twentieth-century urban history (Chicago Daily Observer), The Color of Law forces us to face the obligation to remedy our unconstitutional past. <image:title>Books - Just Medicine: A Cure for Racial Inequality in American Health Care - Offers an innovative plan to eliminate inequalities in American health care and save the lives they endanger.</image:title>
<image:caption>Over 84,000 black and brown lives are needlessly lost each year due to health disparities: the unfair, unjust, and avoidable differences between the quality and quantity of health care provided to Americans who are members of racial and ethnic minorities and care provided to whites. Health disparities have remained stubbornly entrenched in the American health care system—and in Just Medicine Dayna Bowen Matthew finds that they principally arise from unconscious racial and ethnic biases held by physicians, institutional providers, and their patients. Implicit bias is the single most important determinant of health and health care disparities. Because we have missed this fact, the money we spend on training providers to become culturally competent, expanding wellness education programs and community health centers, and even expanding access to health insurance will have only a modest effect on reducing health disparities. We will continue to utterly fail in the effort to eradicate health disparities unless we enact strong, evidence-based legal remedies that accurately address implicit and unintentional forms of discrimination, to replace the weak, tepid, and largely irrelevant legal remedies currently available. Our continued failure to fashion an effective response that purges the effects of implicit bias from American health care, Matthew argues, is unjust and morally untenable. In this book, she unites medical, neuroscience, psychology, and sociology research on implicit bias and health disparities with her own expertise in civil rights and constitutional law. In a time when the health of the entire nation is at risk, it is essential to confront the issues keeping the health care system from providing equal treatment to all. APA Citation: Matthew, D. B. <image:title>Books - Tackling health inequities through public health practice: Theory to Action - This book is edited by Richard Hoficher and Rajiv Bhatia in 2010 and compiled with support from NACCHO (National Association of County and City Health Officials) as a project initiative.</image:title>
<image:caption>This book, published by the National Association of County and City Health Officials (NACCHO), is the second edition of a 2006 publication (which is still available online) with a similar name: Tackling health inequities through public health practice: A handbook for action. This 2010 edition, which is written for people inside and outside public health, is almost a complete revision. According to its preface, this book is designed as a starting point for health practitioners “ready to reorient public health practice to address the root causes of health inequities.” (p. vi) This reorientation is no small task, as “no predefined set of protocols or tools can eliminate health inequities.”(p. vi) Rather, public health will have to reimagine its practice, take risks, and work for “active and strategic engagement of the public health community in the political process.”(p. vi) Tackling health inequities is divided into four parts. Part 1 introduces frameworks and evidence for integrating health equity into public health practice. Part 2 explores how racism, class exploitation and sexism shape individuals and communities, and offers insights into how these roots of inequity can be addressed. Part 3 includes case studies that describe public health-community collaborations for social and environmental justice. The cases present protocols and methods: how to monitor organizational accountability, forge relationships, and purposefully collect and report on data. The chapters in Part 4 focus on the difficult work of shifting consciousness and paradigms. One chapter focuses on how to overcome barriers to teaching about social inequalities in university settings. The appendices contain example guidelines, frameworks and charters to support the public health workforce in taking a more “expanded and expansive view of the scope of public health practice.” Use this resource to: Get practical, evidence-informed information about how to reorient public health practice to address the social determinants of health; Challenge assumptions and inspire change in public health organizations to address the root causes, rather than the consequences, of the unequal distribution of health; and Learn how others in public health have tackled the structures and beliefs that maintain health inequities. <image:title>Books - The Health Gap: The Challenge of an Unequal World - Michael Marmot, president of the World Medical Association authored this book on health and life inequities and the impact on health. He notes the tools and resources that exist to improve levels of health and the injustice in not using them.</image:title>
<image:caption>In Baltimore's inner-city neighborhood of Upton/Druid Heights, a man's life expectancy is sixty-three; not far away, in the Greater Roland Park/Poplar neighborhood, life expectancy is eighty-three. The same twenty-year avoidable disparity exists in the Calton and Lenzie neighborhoods of Glasgow, and in other cities around the world. In Sierra Leone, one in 21 fifteen-year-old women will die in her fertile years of a maternal-related cause; in Italy, the figure is one in 17,100; but in the United States, which spends more on healthcare than any other country in the world, it is one in 1,800 (and now, with the new administration chipping away at Obamacare, the statistics stand to grow even more devastating). Why? Dramatic differences in health are not a simple matter of rich and poor; poverty alone doesn't drive ill health, but inequality does. Indeed, suicide, heart disease, lung disease, obesity, and diabetes, for example, are all linked to social disadvantage. In every country, people at relative social disadvantage suffer health disadvantage and shorter lives. Within countries, the higher the social status of individuals, the better their health. These health inequalities defy the usual explanations. Conventional approaches to improving health have emphasized access to technical solutions and changes in the behavior of individuals, but these methods only go so far. What really makes a difference is creating the conditions for people to have control over their lives, to have the power to live as they want. Empowerment is the key to reducing health inequality and thereby improving the health of everyone. Marmot emphasizes that the rate of illness of a society as a whole determines how well it functions; the greater the health inequity, the greater the dysfunction. Marmot underscores that we have the tools and resources materially to improve levels of health for individuals and societies around the world, and that to not do so would be a form of injustice. Citing powerful examples and startling statistics (“young men in the U.S. have less chance of surviving to sixty than young men in forty-nine other countries”), The Health Gap presents compelling evidence for a radical change in the way we think about health and indeed society, and inspires us to address the societal imbalances in power, money, and resources that work against health equity.</image:caption>

<image:title>Books - Social Determinants of Health, 2nd Edition - Edited by Michael Marmot and Richard G. Wilkinson published by the Oxford University Press in 2011. This book has many international contributors including Dr. David R. Williams from the University of Michigan.</image:title>
<image:caption>The health of populations is related to features of society and its social and economic organization. This crucial fact provides the basis for effective policy-making for improving population health. While there is, understandably, much concern regarding the appropriate provision and financing of health services as well as ensuring that the nature of the services provided is based on the best evidence of effectiveness, health is a matter that goes beyond the provision of health services. Policies pursued by many branches of government and by the private sector, both nationally and locally, exert a powerful influence on health — and this book shows the direction in which we should be going. Just as decisions about health services should be based on the best evidence available, so should policies related to the social determinants of health. The social determinants covered by the book include the impact of early life; the life course, the social gradient, and health; labour market disadvantage, unemployment, non-employment, and job insecurity; the psychosocial environment at work; transport; social support and social cohesion; the politics of food; poverty, social exclusion, and minorities; social patterning of individual behaviours; social determinants of ethnic/ racial inequalities; social determinants of health in older age; neighbourhoods, housing, and health; sexual behaviour and sexual health; and social vulnerability.</image:caption>

<image:caption>The lessons described here have grown out of the Aspen Institute's Racial Equity Leadership Development Program, which engages leaders from across sectors to develop and implement strategies for eliminating racial divisions and disparities. More than 1,000 leaders have participated since 2003. Many of them have gone on to introduce and influence public policies, change institutional practices, engage top decision-makers, improve media coverage, and launch new racial equity-promoting organizations. <image:caption>Mortality rates for Black babies is cut dramatically when Black doctors care for them after birth. This Washington Post article summarizes research done by Rachel Hardeman and is written by Tonya Russell. It makes a case for the need of more efforts to attract and educate African American doctors in America. As well as conducting more research to understand the why black infants cared for by black physicians seem to have better health outcomes.* Washington Post, January 13, 2021.</image:caption>

      <image:title>About - About DHEER</image:title>
<image:caption>The Detroit Health Equity Education Resource (DHEER) was created out of a need to address the alarming rates of infant and maternal mortality in Black and Brown Detroit residents by promoting actions toward health equity in the perinatal system of care. It is a product of SEMPQIC, the Michigan regional perinatal quality collaborative for Region 10, which includes Wayne (including Detroit), Macomb and Oakland counties. DHEER serves as a platform for health professionals to easily access relevant and timely health equity related resources to equip organizational capacity building needed to advance health equity. While the site has been developed with this specific need in mind, the resources reflect various aspects of health equity and are not exclusive to maternal and child health. In addition to providing professional capacity building health equity materials, the DHEER website also includes a unique Data Dashboard that offers foundational data to reflect the social and environmental impact on Detroit residents that supports the need for using a health equity lens to best serve Black and Brown people at high-risk for negative health outcomes, such as maternal and infant mortality.</image:caption>

The content of the site is curated to inform, educate, and advocate for communities that experience high levels of infant and maternal mortality and severe morbidity. We invite all individuals and organizations desiring to address racism, health disparities, and health outcome inequities to use this site. The website is currently focused on metrics related to the city of Detroit with plans for expanding to the rest of the southeast Michigan region, and then statewide, as we continue to grow.</image:caption>

<image:title>DHEER Resources - Data Dashboard - Make it stand out</image:title>
<image:caption>The Detroit Health Equity Dashboard contains eight health related dimensions that correlate with perinatal health status found nationally, including broader health measures that contribute to infant mortality and maternal morbidity and mortality. Recognizing the well-established belief that infant mortality rates reflect the health of the community, this Detroit Health Equity Dashboard has been developed to include the socio-ecological factors that influence the overall existence of women and families. In 2020, Michigan’s governor, Gretchen Whitmer, issued an executive order declaring racism a public health crisis. Literature has verified the significant influence of the social determinants of health (SDOH) on the consistent presence of racial/ethnic health disparities, and we are now aware that systemic racism is the driving force behind all SDOH. The intent of this Detroit Health Equity Dashboard is to annually share the current, existing data elements, including systemic racism indicators, that impact perinatal health as a tool for users to identify points of influence to improve the health of the Detroit perinatal community through advocacy, policy setting, research or organizational goal setting.</image:caption>
